themselves and such as some landowners did submit to and all owners might well have submitted to, if they had reen willing to face the initial expense, now forced on them by the general law and the probable reduction of rental that might, possibly, ensue. The Committee further submit that if they acted within their powers, or even if they had in fact uninten- -tionally exceeded their powers, they are personally entitled to the fulles protection from suit or prosecution as they think it will be admitted that they bave exercised their powers in the most perfect good faith and for the benefit of the Community.
The Committee sutait for His Excellency's consideration that this their reply might usefully be published in the local papers as the Memorial; to which it is an answer has become public property.
